The Palliative Limit
The Palliative Limit is implemented in BlackoutRO to reduce the value when a skill is used faster than a certain speed. The set speed is at 150ms, meaning, if you use skills in an interval faster than 150ms, you suffer a penalty. The formula is given below:
There are 3 exceptions to the rule.
1. It doesn't apply in PVP.
2. It does not apply to Slim Potion Pitcher.
3. A 1 second limit is applied to Asura Strike. (i.e. Damage * Delay / 1000)
TL;DR: Basically, if you spam faster than the set limit of 150ms, you suffer the redux.
Important Note
[General] = Active in all game play settings. If [PvP] is defined, that effect will take precedence in Player versus Player (PVP) settings.
[PvP] = Active only in Player versus Player (PvP) game play settings.
