Another round of balance updates and some hotfixes.

For returning players, keep yourself informed with these last, few update notes below:

KNOWN BUGS NOT YET FIXED
- Autovendor character not receiving payment currency paid by buyer when payment currency exceeds 30,000 in quantity.
- Castle entry after respawn mechanic applied during War of Emperium hours is not working as intended.
- Bombring Dodger Last Man Standing reward still not properly given.
- @autopot command not working as intended when @warp-ed into different map
- Critical Wounds status not removed after death.
- PVP Gauntlet, Bank Exchange and Mass Refiner NPCs are disabled until further notice.
- Related NPCs applicable to Mechanic and Genetic classes are planned to be added approx. on Wednesday.
Battlegrounds:
- Disabled AFK auto kick trigger until further notice.
Guild:
- Emergency Call will now fail if you have more than the guild/alliance member cap online.
NPCs:
- Added Genetic NPC with materials/cookbooks added at (amatsu 107, 89)
- Mado rental added to Universal Rental NPC.
Items:
- Napalm Beat auto-cast removed from Memory Book.
HP Marriage Heal
- Maximum heal reduced to 6%
Wizard:
Lord Of Vermillion:
- Damage increased to (100+90 * skill lv)%
Storm Gust:
- Damage increased to (100+90 * skill lv)%
Meteor Storm:
- Damage per meteor hit increased from 100% to (100+10 * skill lv)%.
Cart Termination:
- All levels bumped up; level 9 has the same damage as the level 10 (pre-fixed neutral change).
- Level 10 damage increased by another 33%.
Slim Potion Pitcher:
- VIT scaling reduced to VIT/25 (from VIT/15).
- Splash range increased by 1
Potion Pitcher
- Link bonus reduced from flat 200% to flat 133%
- INT scaling reduced from (INT/10)% to (INT/25)%
Wug Bite
- Cooldown reduced to 1s + 0.5s * skill lv
Minstrel/Wanderer:
Saturday Night Fever:
- Fixed most of the negative duration, it looks like there's about 0.5s remaining.
- Cooldown increased to 7s
- Duration reduced to 0.5s + 0.4 * skill level
- Splash range reduced. Now 7x7 at max level.
- Cast time changed to 1s + 0.25s * skill level
- Madness bonus damage removed for hitting more 8 or more players at once.
Sound of Destruction:
- Now affects allies
Cursed Circle:
- Cooldown increased to 5s
